The industrial electricity price is intended to help energy-intensive companies in Germany reduce their electricity costs. Find out which companies are eligible for the subsidy, how the subsidy is calculated, what investment requirements apply, and what role battery storage systems play.

Definition of terms

The industrial electricity price is a government subsidy that caps the electricity price for particularly energy-intensive companies facing international competition at a target level of approximately 50 €/MWh (5 ct/kWh). The difference between this price and the actual market price is reimbursed to the companies through a subsidy.

Legal Background

The legal basis is the EU state aid framework known as the Clean Industrial Deal State Aid Framework (CISAF); the European Commission approved the German funding guidelines under state aid law in April 2026. The Federal Office for Economic Affairs and Export Control (BAFA) is the competent authority for approval and disbursement. The measure is financed by the Climate and Transformation Fund (KTF), which has a total budget of approximately 3.8 billion euros for the years 2026 through 2028.

Which companies receive the Industrial Electricity Award?

Companies whose supply point is classified under an industry sector on the so-called KUEBLL list are eligible for the industrial electricity rate:

  • Partial List 1: Approximately 91 industries that are eligible on a blanket basis and without additional documentation, such as chemicals, steel, glass, ceramics, battery manufacturing, semiconductors, mechanical engineering, and paper
  • Sublist 2: Industries with a lower risk of relocation that can obtain authorization only through an individual verification process

The classification is determined by the company’s economic activity as of December 31 of the respective fiscal year; eligibility is not automatically passed on to subsidiaries.

How much is the subsidy for the industrial electricity rate?

Subsidies may cover no more than half of a company’s annual electricity consumption. The subsidy amount is calculated as the difference between an annually set reference price and the target price of 50 €/MWh; for 2026, the reference price is approximately 87 €/MWh, resulting in a price difference of about 37 €/MWh. If, at the end of a subsidy year, there is insufficient budgetary funding available, all eligible subsidies will be reduced on a pro rata basis.

What investment obligations must companies fulfill?

Companies must reinvest at least half of the grant funds they receive in climate-friendly measures, such as energy efficiency, the integration of renewable energy, the electrification of processes, or the development of battery storage systems.

Applying for the Industrial Electricity Rate: Deadlines and Supporting Documentation

Applications for the subsidy are submitted retroactively (ex post) once the electricity consumption and market prices for a billing year have been determined. For the 2026 subsidy year, applications are not expected to be accepted until late 2026 or sometime in 2027, and payments will be made accordingly in the following year.

What are the benefits of the industrial electricity rate for businesses?

The industrial electricity price is particularly relevant for energy-intensive industrial companies with high, predictable electricity consumption that face international competition. Since at least half of the subsidies must be directed toward climate-friendly investments, the program also provides a concrete incentive to explore the expansion of their own energy storage systems and flexibility solutions.

Distinction from related terms

Not to be confused with:

  • Direct Sales: An independent sales model for generated electricity, unaffected by industrial electricity prices
  • Grid fees and surcharges: These relate to grid costs, while the industrial electricity price addresses the cost of procuring the electricity itself
  • Atypical grid usage: an additional, independent tool for reducing costs through the load profile, rather than through direct price incentives

Summary

Starting in 2026, the industrial electricity price will provide eligible, energy-intensive companies with significant relief from electricity costs, but it is tied to clear investment commitments toward energy efficiency and flexibility. For companies that are already planning to invest in battery storage or electrification, this short-term relief presents a strategic opportunity to secure the location’s future.
